Citizens who live in Japan including foreign residents can receive “Tokubetsu Teigaku Kyufukin” which is a cash payment from the government. The price is 100,000 yen(approximately 944 USD) per household member. Over 90 percent of Japanese people already have received it. However, it seems that many foreign residents still haven't received it because of language barrier. The majority of local city hall have been ready for applying by an English and other language document but a small local city hall has not been ready for those documents. Therefore, it seems that some foreign residents don't know that they can receive the cash payment as well.
It is really inconveniencing for foreign residents but there is seldom person who can speak English fluently in very rural area in Japan. I don't worry that most people can't speak English in my city but I think we have to ready for an application form in various types of languages in each city hall.
